Call for tender - safety of toys

Call for tender for a Technical Project Leader, and a Peer Review Laboratory for the revision and possibly development of definitions, requirements and test methods regarding noise, for inclusion in EN 71-1

On 20 July 2009 Directive 2009/48/EC of the European Parliament and of the Council of 18 June 2009 on the Safety of Toys (TSD) came into force, replacing Directive 88/378/EEC on the approximation of the laws of the Member States concerning the safety of toys. The new Directive focuses on enhanced safety requirements for toys.

The new directive specifically addresses toys that are designed to emit sound.

With mandate M/445 of July 2009 the European Commission (EC) asked the European Committee for Standardization (CEN) to adjust existing European standards to the requirements of Directive 2009/48/EC which revised Directive 88/378/EEC and to elaborate new standards, if necessary.

The execution of the mandate is divided into several projects.

The following project, which will require the development and validation of test methods, is subject to this call for tender as regards the part dealing with toys designed to emit sound:

• Revision of EN 71-1 "Safety of toys – Part 1: Mechanical and physical properties"

For this project, a technical project leader (see A.1 of Annex 1) and a peer review laboratory (see A.2 of annex 1) will be contracted.

In addition, the test method(s) developed will be validated in an inter-laboratory trial. For this task a separate call for tender will be launched in due time.

The end result of this project shall be a draft standard which includes revision and possibly development of definitions, requirements and test methods regarding toys designed to emit sound, for inclusion in EN 71-1.
The standard shall also include an informative annex with the background and justification for the requirements as well as an annex providing information with regard to the relationship between its clauses and the essential safety requirements of Directive 2009/48/EC.
